Browser-initiated downloads (window.open) cannot set Authorization
headers. Accept ?token= query parameter as fallback on the report
download and coding-template endpoints.

- Add excel_sync.py for bidirectional Abrechnung DB<->XLSX sync
- Register coding and reports routers in main.py
