Prioritize Gaps Group gaps by priority from REQUIREMENTS.md: | Priority | Action | |----------|--------| | `must` | Create phase, blocks milestone | | `should` | Create phase, recommended | | `nice` | Ask user: include or defer? | For integration/flow gaps, infer priority from affected requirements. ## 3.
